I have been thinking about a peasant dress with a ruffled collar for a long time now. And when I started googling a tutorial for one, I couldn’t find one. So, in my crazy fashion, I made one up. And luckily this time it didn’t have to go in “the-projects-of-doom-that-turned-out-horrifically” pile that is in my sewing cabinet (and is always pretty large). I also added an elastic waist with twill tape as a casing inside the dress, and I really love it. Simple, fun, but the pictures don’t really do it justice. It is darling on. It totally reminds me of a dress on “The Love Boat”…ok, now I am dating myself.
I lucked out and found this fabric at Walmart. Normally, I don’t like a lot of the fabric there because it’s crunchy (but I still buy it). But this bolt is soft and thick and really nice fabric. And $2.97 a yard–SCORE! So, even with the elastic this dress cost just under $4.

Adorable! The Walmart I shop at (conveniently about 50 feet from my front door) got rid of their fabric section recently. OUTRAGE! I didn’t love their fabric selection, but when it’s that cheap, I hardly care what it looks like, so I called my brother (who does the transportation finances at the Walmart corporate offices which naturally should make him the person to whine to, right?) to complain about it. He called me back a day later to say they had had some sort of big Walmart conference during which they had honored one of Walmart’s longest-working employees (she’d been working there for like 50+ years I think) and asked her if she’d like to say anything, and my brother said she got up and went on a crazy rant about how they never should have gotten rid of the fabric section and it was the worst decision Walmart had ever made and so on. Ha! Anyway, long unrelated story. But I love the dress, it’s SUPER cute, and I want you to make one for me now 🙂

I’ve been wanting to add a ruffle to a dress, thanks for the tutorial, you are right there isn’t one out there yet.
My Wal-mart got rid of their fabric department too. I really miss the ribbons, it was about half the price of the fabric stores and was a better brand.

All the Wal-Marts in my area got rid of their fabric departments for a few months, but have recently added them back. You may want to have another look to see if yours has done the same

A Wal-Mart in my area (Oklahoma) got rid of their fabric department then it returned about 2yrs later. : ) There is hope !
